Please join us for our second panel of 2020, “Technology, Data, and Credit in the Municipal Bond Market." Can Data and Technology solve the Municipal Bond Market’s decades old problems of opaque transparency, limited comparative quantitative credit and pricing metrics, disclosure delays, and stale and inconsistent reporting? Can these 21st century solutions, so effectively applied in other capital markets, be implemented without creating other risks, such as Cybersecurity attacks?

Bringing together Data and Cybersecurity professionals from the Municipal Securities Rulemaking Board, XBRL US, Workiva, ACRe Data, and FireEye Mandiant, the panel will cover how the relationship between technology, data, standardized disclosure language, non-financial data analysis, and municipal cybersecurity are profoundly and rapidly changing both the metrics around credit assessment and risk as well as the municipal bond market as a whole.

Speaker Biographies:

Brian Anthony is the Director, Data Strategy and Management for the Municipal Securities Rulemaking Board and leads the data team. Brian is responsible for overseeing the definition and delivery of MSRB’s comprehensive data strategy which includes, data governance, data quality, data management and data analytics. Prior to joining MSRB, Brian served as the Senior Engineering Manager for Investment Data at T. Rowe Price. Brian has more than twenty-five (25) years of Information Technology experience of which fifteen (15) years are concentrated in information delivery in the financial services industry. Brian holds an MBA degree from the University of Maryland University College.

Marc Joffe is a Senior Policy Analyst where he researches public employee pensions and other issues relevant to municipal finance. He is also chair of the Standard Government Reporting Working Group for XBRL US, which is working on machine readable data standards for municipal disclosure. Before becoming a policy analyst, Marc held a number of technology and product management roles in the financial industry. He holds an MBA from New York University and an MPA from San Francisco State University.

Dean Ritz is the Senior Director of Data Strategy at Workiva, a connected compliance and reporting company. He sits on the Board of Directors for the Data Foundation and is a member of the XBRL US working group on state and local government disclosure modernization. He holds several software patents, and his work has been published by Routledge (2017), Oxford University Press (2011, 2009, 2007), and Waveland (2011).

John McLean is the Founder and Managing Director of Toronto based ACRe Data Inc. ACRe Data provides economic and social analysis of America’s homeland through a comprehensive analysis of the social, economic, and environmental data of municipal entities. ACRe is the largest provider of Alternative Data for the Municipal marketplace. The sixty underlying datasets utilized to calculate rankings include: Climate Change Risks for Air, Water, Sea Level, and Heat Index; Crime, and Cost of Crime, Flood Risk, Superfund sites, Cyberattacks, Homelessness, as well as Coal Ash pits. ACRe datasets can be licensed through Bloomberg (BEAP), and Open:FactSet. John has over 30 years’ experience in modelling data, indices and analytics for the Fixed Income Industry, including building and running the over 600 FTSE Russell Canadian Fixed Income Indices. John has also been granted two patents relating to the pricing of fixed income instruments.

Vic Jayaswal is a senior manager at FireEye Mandiant, a Global Services and Intelligence organization focusing on providing assessments and responses to incidents, compromises and threats. Mr. Jayaswal’s key expertise includes architecting solutions to further the corporate/government security posture, providing in-depth malware analysis and implementing security best practices. Mr. Jayaswal has over a decade of experience focusing on the full spectrum of Computer Network Operations (CNO), proactive malware hunting, and establishing large-scale operational security programs. He has also assisted with the development and led the implementation of numerous cybersecurity initiatives within the Federal government to include a national-level boundary defense program incorporating active defense capabilities designed to protect key portions of the nation’s infrastructure. His undergraduate work was at Illinois State University and he earned his JD degree at the University of Dayton.
