Medicaid is one of the most complex items in state budgets – accounting for a large share of state spending, but also the largest source of federal revenues. Conversations with state budget managers about fiscal risks usually start and end with Medicaid. And in the current economic and public health environment, Medicaid’s importance has become magnified.
