Description: 

The Financial Data Transparency Act (FDTA), which became law in late 2022, may significantly impact municipal disclosure and analytics once implemented. This session will provide a primer on structured data for municipal securities analysts, why structured data requirements are central to the FDTA, rulemaking and implementation timeline, how it will revolutionize the role of municipal analysts, and why it's critical that analysts participate in the standards development process.

Ernie is a securities regulatory attorney who has represented broker-dealers, municipal advisors, state and local governments, institutional investors, trade groups, industry vendors, and other market participants on municipal bond market matters. He previously served as Acting Director in the SEC’s Office of Municipal Securities as well as with the MSRB as its Deputy Executive Director and Chief Legal Officer. As a regulator, he authored many of the market’s disclosure and transparency requirements and led the development of the Electronic Municipal Market Access (EMMA) system. He received a BA from Harvard University and JD from the University of Pennsylvania Law School.

Liz Sweeney, President, Nutshell Associates, LLC

Liz is the founder of Nutshell Associates, a public finance consulting and municipal advisory firm. In 2019-2021, she was a member of the Standard Government Reporting work group, a volunteer collaborative effort to improve the efficiency and quality of federal, state, and local government financial reporting by promoting the development and adoption of machine-readable reporting standards. Previously, Liz was a managing director at S&P Global Ratings. She is currently a board member of the Municipal Securities Rulemaking Board (MSRB), and of the University of Maryland Medical System. She holds an MBA from NYU’s Stern School of Business and a BS from Georgetown University.
