The Philadelphia Area Municipal Analyst Society (PhAMAS) is pleased to invite you to a panel discussion on the economic and financial outlook for the City of Philadelphia and the greater MSA including New Jersey. Jackie Dunn (Treasurer, City of Philadelphia) will provide an update on the FY2024 and FY2025 budgets, forward issuance calendar, and highlights of the Mayor’s key policy objectives. David Rousseau (a former New Jersey State Treasurer) will focus on the NJ Budget and South Jersey economic trends. Matt Colyar, an economist with Moody’s Analytics, will provide a brief overview of the macroeconomy, then focus more specifically on the Philadelphia MSA. Natalie Cohen (President, National Municipal Research) will serve as moderator.

Speakers:
Jacqueline Dunn: Treasurer, City of Philadelphia

Jackie Dunn is the Philadelphia City Treasurer. As a part of the Office’s leadership team, she oversees the issuance of notes and bonds on behalf of the City’s General and Enterprise Funds, the City’s $9 billion outstanding debt portfolio, cash management and investments, and related policy issues. Ms. Dunn also serves as the Finance Director’s designee on the Philadelphia Board of Pensions and Retirement. Ms. Dunn began with the City’s Finance Department as an Assistant Finance Director in 2014. In 2016, she was appointed Chief of Staff to the Director of Finance. The Office of the Director of Finance oversees all financial, accounting, and budgetary functions for the City. Prior to joining the City, Ms. Dunn worked for Public Financial Management and the Annenberg Public Policy Center. She has a Master’s in Governmental Administration and a bachelor’s degree in Political Science from the University of Pennsylvania.

Matt Colyar: Economist, Moody’s Analytics

Matt Colyar is an economist at Moody’s Analytics in West Chester PA. His work is primarily focused on the labor market and monetary policy in the U.S. He also covers the economies of Pennsylvania, Missouri, and several U.S. metro areas. Prior to joining Moody’s Analytics, Matt worked at the World Bank, focusing on private-sector development in South Asian countries, and in private industry as a financial analyst. He received his master’s degree in applied economics from Lehigh University and his bachelor’s degree in business administration from West Chester University.

David Rousseau: Former Treasurer, State of New Jersey

David Rousseau serves as Vice President of the Association of Independent Colleges and Universities in New Jersey which represents the thirteen non-profit independent colleges and universities in New Jersey and served as state treasurer in the administration of Governor Jon Corzine, capping off a nearly 28-year career in New Jersey state government. David began his career with a five-year stint working for the Election Law Enforcement Commission before becoming the Director of Budget and Fiscal Analysis for the New Jersey Senate in 1987. After 15 years working in the legislative branch, Rousseau moved to the executive side in 2002, becoming deputy state treasurer under Governor Jim McGreevey and Governor Richard Codey. He returned to the Senate in 2006, spending eight months as a Senior Policy Advisor to Senate President Richard Codey, before once again moving to Treasury to serve as Senior Budget and Fiscal Policy Advisor to Governor Corzine. He became Corzine’s Treasurer a year and a half later and served in that position until the end of the Administration in January 2010. Since leaving state government, David has been a budget and finance consultant for the City of Trenton and a budget and tax analyst for New Jersey Policy Perspective. David is a life-time Mercer County resident and has resided in Hamilton Township since 1987. David received his BA from Temple University in May 1982 and his MBA from Rider University in December 1993 and is currently a member of the Sweeney Institute for Public Policy at Rowan U Multi-Year Budget Working Group.

Moderator:
Natalie Cohen: President, National Municipal Research

Natalie Cohen is founder of National Municipal Research, an independent consulting and research company focused on U.S. state and local government finance. She publishes at The Public Purse. A seasoned analyst, writer and speaker, she started her career at New York City OMB, has worked at a rating agency, in bond insurance and is known for her published work on municipal bond defaults. She was recognized by the Bond Buyer as a “Trailblazer” and has received “Career Achievement” awards from Smith’s Research and Gradings and the National Federation of Municipal Analysts, NFMA. Cohen has an MPA from NYU’s Wagner School of Public Service and a BA from Hampshire College in Amherst, MA. She was a member of the Government Accounting Standards Advisory Council, a Board member and co-director of the Education Committee of the NFMA. She served several terms as advisor to the Government Finance Officers Association Budget Committee and the Committee on Retirement Benefits Administration. Cohen is currently a director on the board of Build America Mutual, a bond insurer, and chairs the Audit Committee.  Cohen has also worked with RiskBridge, an “outsourced chief investment officer”, OCIO, that advises on asset allocation for not-for-profit entities, pension plans, insurance companies and family offices.  In addition, Cohen is Senior Fellow to the Milken Institute Center for Financial Markets.
